Uğur G. YALCINER
He
is Mechanical Engineer, M Sc. He was born on July 29, 1956,
He
has worked as consultant of World Intellectual Property Organızation
(WIPO) in 1986 – 1992. He has worked as President of Industrial Property
Department in the Ministry of Industry and Trade and President of Turkish
Patent Institute in between 1992 - 1999. He has been awarded as most
successful bureaucrat of Turkey in 1995 by weekly magazine of “Economist“
He worked as First Vice-Chairman of the Paris Convention Executive
Committee, Second Vice-Chairman of the Vienna Agreement on International
Classification of the Figurative Elements of Marks in WIPO. He has
visited European, Euroasian, Spanish, United States, Benelux, Compumark,
German, Russian, Bulgarian, United Kingdom, Austrian, Egyptian, Ghana and
France Patent Offices several times. He has worked as authorized
representative of Turkey in international negotiations and head of
Turkish Delegation at WIPO. He has worked as Head of the Industrial
Property Legislation (protection of patents, utility models, trademarks,
industrial designs, geographical signs) preparation Committee in Turkey
in 1992- 1995. He has given more than 100 seminars in Turkey and more
than 20 seminars in different countries. He has several publications
including 3 books and more than 300 articles in Turkey and abroad on
industrial property protection.

Gülden BAL (Ms)
She has graduated
from Department of Economics in Anadolu University in 1991. She started
to work at Buroeau of Applied Research in the Middle East Technical
University. She continued working in the Directorate of Research,
Development and Application in the same University. She has appointed as
the Director of the President’s Office and Office of Management Board of
Turkish Patent Institute, in 1994 after the establihment of Turkish
Patent Institute. She has also worked as co-ordinator and member of the
Re-examination and Re-evaluation Board of Turkish Patent Institute. She
has retired on 17 June 2000. At the moment she is working as partner and
General Director of YALÇİNER CONSULTING AND FOREIGN TRADE LTD.
